In this issue of The Journal, the focus has been placed on the people and agencies whose actions and practices have won national acclaim. IACP and PARADE magazine’s Officer of the Year and honorable mentions showed courage, good snap judgment and decisive action in performing above and beyond the call of duty. San Marcus Police Chief, Howard Williams, shares insight in dealing with the excited delirium condition and its relation to sudden in-custody death. His recommendations of officer’s patience and “waiting out” emotionally disturbed individuals is encouraged. We also walk you through a pictorial look at the people and activities that were part of the National Rifle Association’s 48th Annual Police Shooting Championships in Albuquerque, New Mexico. With participants from multiple countries, the interaction between officers and competition displays the camaraderie that exists in the law enforcement community.
